澜湄智库专家共商应急物流合作机制
自2020年1月中国政府宣布应对新冠肺炎(COVID-19)以来,昆明南亚东南亚国际物流研究院(SSILR)发挥澜湄合作智库伙伴网络(LMC-TTPN)平台作用,通过邮件、微信、视频等形式开展澜湄区域共同应对公共卫生事件的应急物流合作等相关问题协商,形成网络会议纪要,于2020年2月24日报送澜湄国家政府部门决策参考。

公共安全事件:突然发生、造成或者可能造成重大人员伤亡、财产损失、生态环境破坏和严重社会危害,危及公共安全的紧急事件,通常是自然因素和人为因素综合作用的结果。
应急管理:为应对突发事件而开展的管理活动。
应急物流:为应对严重自然灾害、突发性公共卫生事件、公共安全事件及军事冲突等突发事件而对物资、人员、资金的需求进行紧急保障的一种特殊物流活动。
观点:
加强云南应急物流基地建设迫在眉睫,澜湄国家建立应急物流协调机制维护共同公共卫生安全。建立多式联运应急运输物流合作机制,支持运输物流协会、商会建立应急运输合作。支持研究机构、行业组织和企业共同开展澜湄国家应急物流发展规划研究。
2019年1月,由SSILR起草,民革云南省委在云南省政协第十二届委员会二次会议上提交616号提案,提出加快建设云南面向南亚东南亚国际应急产业合作发展基地建设的建议,针对《云南省突发事件应急体系建设“十三五”规划》落实情况,提出完善云南省物流产业园区布局,在昆明、芒市、景洪建设三个面向南亚东南亚的国际应急物流产业园,开展国际应急管理培训,举办公共安全应急管理论坛等具体建议。
We thought that was very urgent to buildone emergency logistics base for Yunnanand to build one emergency logistics coordination mechanism to maintain common public health security for LMC countries. Building one multimodal transport emergency transport logistics cooperation mechanism, supporting to build the emergency transportation cooperation between transportation and logistics associations and chambers. Supporting research institutions, industrial organizations and enterprises to start LMC emergency logistics development planning researches.
In January 2019, Yunnan Provincial Committee of Revolutionary Committee of Chinese Kuomintang submitted No. 616 Proposal which was drafted by SSILR on the 2nd Meeting of the 12th Yunnan Provincial Committee of CPPCC, in it, we put forward suggestions for speeding up the construction of Yunnan international emergency industrial cooperation development base facing South Asia and Southeast Asia. It also put forward suggestions for improving Yunnan logistics industrial park layoutbased on the implementation of the 13th Five Year Plan for the Formation of Yunnan Emergency System,to build three international emergency logistics industrial parks facing South Asia and Southeast Asia in Kunming, Mangshi and Jinghong, to carry out international emergency management training and to hold public security emergency management forum and other specific suggestions.

It was one emergency affair to work together to deal with the epidemic diseases including COVID-19 for all the LMC countries. We should strengthen international cooperation in multi-levels and maintain the safety and health of this regional people.

In order to prevent the diseases spread and improve emergency management and handling ability for public health affairs of LMC countries, we suggested that Chinese governments should assist to build three international infectious diseases hospitals in Laos Vientiane, Myanmar Yangon and Cambodia Phnom Penh according to China's architectural design specifications and construction standards.

面对疫情, 为了确保物资稳定安全供应,需设立澜湄多式联运紧急通道。建议设立强大的物流基础国家为紧急主运输枢纽,澜湄国家可通过该枢纽,运往疫情。例如:依靠中国的铁路基础,设立主运输枢纽。
建议澜湄国家支持协会,研究机构 共同开展研究安全紧急物流措施规划, 培训物流人才和相关领域人员。
LMC emergency multimodal transportation channel needs to be set up for stable & efficient supply chain. We can take one of the LMC countries as major emergency response major hub and other supply from other LMC country move via that major hub to affected area. Eg. China Railway linkage.
Association & Institute in LMC country should work together to set up emergency safety supply chain measure by giving training logistics personnel and all concerned party .

观点:
疫情逐步控制之后,我们要面对的是投资减少,交货延期,工程延期,现金链断裂,订单下降等许多的问题,因此如何在全球金融衰退和全球供给链中断的情况下,让我们的企业渡过难关,和我们朋友继续并肩前行是非常重要的一个问题。
首先,完善各国的投资法律法规,规范投资行为,通过有效的方式监管和保障境内外投资权益,在特殊时期给与及时通过双边或者多边合作,加强各国政府间在特殊时期的政策沟通和协调,提供相关的法律援助,帮助境内外企业及时得到相关信息,同时获得相关的特殊政策扶持,帮助企业走出困境;
再次,可以考虑在未来从小范围或者局部地区开始试点共同建立区域化的应急基金或者区域化的应急体系,帮助相关地区和国家在面对重大灾害,重大疫情等紧急公共性事件时,增加面对和解决这些重大问题的信心和能力,减少信息沟通障碍以及保障应急物资和资金的通道;同时有效的利用民间智库的能力,及时的发挥智库“桥梁”的作用,实现及时高效的专家交流,研究数据共享,企业合作搭建等功能。
In the next step, we have to face the challenges like investment reduced, delivery delayed, cash chain ruptured, orders declined and many other problems, so it is very important to go along with our friends to ensure our enterprises survive in the global financial recession and the global supply chain interruption.
First of all, to perfect the national investment laws and regulations of all countries, to regular investment behaviors, to supervise and protect the rights and interests of overseas investment through effective ways, to strengthen the communication and coordination of policies of each countries through bilateral or multilateral cooperation during the special period, to provide related legal aids, to help domestic or foreign enterprises get the relevant information in time, to support the special policies supportto help enterprises out of the troubles.
Secondly, to consider to set up experimental units for the regional emergency fund or the regional emergency system from small scales or some districts. This can help related districts or countries to increase their confidence and ability to face and solve the problems like major disasters or serious epidemic situations and other emergency public affairs; to reduce the information communication barriers; to guarantee the channels for emergency supplies and funds.
Last one, to make use of the abilities of think tanks and play their bridge function to realize effective experts communication, research data sharing, enterprises cooperation building and others.

According to 2019Global Health SecurityIndex, the United States ranks No.1 with 83.5 points, and China ranks No.51with 48.2 points. The data shows that we are still short of ability to deal with seriousepidemic outbreaks. Learning experiences fromemergency management of USA, China should enhance the authority rightof National Centers for Disease Control and Prevention, especially professional intellectuals’epidamis information disclosure right, and give more policies spaces for social organizations to participate in public health management.

观点:
缅甸现在虽然没有一个确诊病例,但我有点怀疑缅甸的检测方式和检测能力。缅甸是从泰国和日本得到的核酸检测试剂,不知道是否有效。中国应该向缅甸提供检测试剂,并培训其检测人员。这也是中国发挥影响力的时候。这个病毒最长潜伏期达27天,很多携带者无明显病症,这是缅甸这样的相对落后国家无法检测出来的,因此潜在的风险十分巨大。
中国应考虑向周边国家派遣医疗专家组,分享病毒情况和中国抗疫经验,提供检测用品,培训医疗人员,与周边国家专家一起评估疫情防控形势,帮周边国家制订应急计划,提供医疗物资。这是中国作为一个负责任大国应该向周边国家提供的医疗卫生公共产品。
There is no confirmed case in Myanmar at present, but I have a little bit doubt about the checkout methods and checking ability of Myanmar. Myanmar received nucleic acid testing reagents from Thailand and Japan, and we don not know whethere they are effective or not. China should provide Myanmar with testing reagents and support testing personnels training for them. It is also the time for China to playour influence. The longest incubation period of the virus is 27 days, and many carriers have no obvious symptoms, which were undetectable in relatively underdeveloped countries such as Myanmar. Therefore, the potential risk is huge.
China should consider sending medical expert groups to neighboring countries, sharing the virus information and China's anti-epidemic experience, providing testing supplies, training medical personnel, evaluating the situation of epidemic prevention and control with experts from neighboring countries, helping neighboring countries to make emergency plans and providing medical supplies.
These are public medical health products that China, as a responsible nation, should provide to neighboring countries.

2020年2月25日,WHO统计显示,中国以外的新增病例超过中国新增病例。
内比都消息,为了更好地开展新冠肺炎疫情防控工作,2月20日下午,卫生与体育部局长(联邦部长办公室)达通觉博士及相关负责人,和美国疾病控制与预防中心驻泰国办公室的项目总监Joshua Mott博士(亚洲区域流感项目)及相关负责人、驻缅甸办公室地区总监Mitesh Desai 博士及相关负责人等,在内比都卫生与体育部疾病防治办公室进行了会面协商。
见面会上,卫生与体育部局长达通觉博士表示,缅甸自新冠肺炎疫情爆发之初便开始着重开展防控工作,在国家级及省邦级部门之间成立了疫情防控委员会,也着重开展国际机场、边境口岸健康检查工作。同时,号召民众做好预防工作,开展疫情相关知识普及工作,在网上发布疫情相关消息,还将滞留中国武汉的59名留学生接回国。
随后,美国疾病控制与预防中心相关负责人,汇报了他们实地考察缅甸相关防疫工作的情况,包括缅甸国家化验室对新冠肺炎病毒化验的的准备情况、目前的化验情况,以及对仰光和曼德勒等国际机场的疾病防控工作实施情况等等。之后,双方就缅甸的疫情防控情况进行了深入讨论,讨论了缅甸接下来要继续开展的工作,并提出相关建议。

老挝劳动社会福利部副部长Padeumphone Sonthany,老挝外交部高级官员周二出席了老挝和美国政府启动的灾害风险管理系统能力建设协议仪式。该系统的开发将用于监测和应对自然灾害。
协议的签订获得了国际灾难援助办公室和美国国际开发署的支持。各方将合作以增强老挝政府的灾害管理决策能力,并通过应用程序和系统促进信息共享。目前老挝面临许多危害,例如洪水,干旱,山体滑坡,风暴等自然灾害。
