ThinkTank Delegation investigated Tengchong Houqiao Port on 21stDec.2019.During the exchange Chinese experts briefed their Myanmar counterparts on the plans for Chinese investment projects in the China-Myanmar border area and Myanmar including: cross border economic zones in Ruili – Muse, Houqiao – Kembaiti, and Lincang – Kunlong – Chinshwehaw, , the Muse – Mandalay rail project, deep sea ports and the Irrawaddy Economic Belt. The Chinese delegation raised a number of challenges that they have encountered in Myanmar, including poor responses from relevant agencies and departments and unclear processes.
·在交流中，中国专家向缅甸同行介绍了在中缅边境地区和缅甸的中国投资项目建议，其中包括：瑞丽–木姐、猴桥–甘拜地、临沧–滚弄边境经济合作区，清水河–腊戌–曼德勒铁路项目，伊洛瓦底经济带深水港口等。中国代表指出在缅甸投资遇到的许多挑战，包括有关机构和部门的不作为以及程序不透明等。
The Myanmar delegation expressed their concern over how these investments will impact on the ongoing civil war and prospects for peace in Myanmar. The location of these planned projects is of particular concern, as is a lack of access to reliable information and a lack of mechanisms to mitigate potential negative environmental and social impacts arising from the projects.
·缅甸代表对中国投资将如何影响正在进行的内战和缅甸的和平前景表示关注。中缅边境合作区项目的位置尤其令人担忧，因为缺乏可靠信息的获取，也缺乏减轻项目潜在的负面环境和社会影响的机制。
The delegations from the two countries visited the cross-border economic zones that are located on the China-Myanmar border to develop a first-hand understanding of the design, scale and progress of the projects on the Chinese side of the border.

The delegations from Myanmar and China expressed their gratitude for a constructive exchange and committed to participating in ongoing exchanges to increase awareness, build trust and deepen collaboration. Both countries agreed that:

A website containing information on China-Myanmar investments should be launched to provide accurate information.
有关投资和流程的信息必须公开提供给所有利益相关方，以便他们充分了解，建立国家与人民之间的了解和信任。Information about the investments and processes must be publicly available for all stakeholders to be well inform, build understanding and trust between countries and people.

应进行协作，独立的第三方研究和评估，以告知所有利益相关者并提高信誉Collaborative, independent third party research and assessments should be carried out to inform all the stakeholders and increase credibility.
中方认为需要考虑和关注如何确保运输通道、边境经济区、皎漂项目的安全问题，应该学习借鉴国际安保制度经验，开展私营国际安保合作，降低投资风险，维护重点建设项目和人员机构的安全。
The Chinese delegation considered that we shouldconsider and focus on how to ensure the security of transport channels, border economiczones and Kyaukphyu project; we should learn the experiences from international security systems, to develop private international security cooperation, to reduceinvestment risk and maintain security of key construction projects and their personnels
This exchange has brought experts together and opened a space for dialogue that has not happened before. Chinese experts expressed appreciation for receiving information about local conditions while Myanmar experts gained information on investment projects that is not available in their country.
