Liu Jinxing: The Transportation Gallery Plan for BCIM Econom
On 25th March 2014, the international logistics expert Professor Liu Jinxing has taken part in the BCIM Economic Corridor Cooperation Seminar which held at Chittagong, and in the Seminar, he has made a speech under the topic “The Transportation Gallery Plan for BCIM Economic Corridor”.
Liu Jinxing thought that, the spatial arrangement of integrative transport network of BCIM Economic Corridor should base on “Asia Highway Network Governmental Agreement”, “Pan-Asia Railway Network Governmental Agreement”, “Governmental Land Ports Agreement” and “ASEAN Interconnection and Interworking Overall Plan” of ESCAP; make the Asia Highway, Pan-Asia Railway and India-Mekong Economic Corridor to be the middle line; make China-Myanmar Oil and Gas Pipeline, Irrawaddy River, Pan-Asia Railway to be the south line; make the Ancient South Silk Road, Brahmaputra River to be the north line; and to be the land bridge to connect with China Southwest, ASEAN, South Asia and India Ocean.
Liu Jinxing proposed the planning idea for “three horizontal and five vertical” integrated transport galleries plan. The “three horizontal”starts from Kolkata, the three horizontal galleries are connected with Dawei (Myanmar), Mae Sot (Thailand), Teng Chong (China) along the coast, along the river, along the border; the “five vertical” starts from Kunming, the vertical galleries are through Ruili, Longdao, Qingshuihe, Daluo, Houqiao Ports to link up the Three Horizontal, connect to Kolkata.
Liu Jinxing pointed out that there was a gap between ideal and reality, the four countries of BCIM had their own interests to follow in different transport galleries, so the governmental departments should start from the benefits of peoples along the Economic Corridor, under the opening and tolerant attitude, try to include more multi transport modes’ galleries in planning to make arrangement for future development. He suggested that should organize governmental departments, business associations, research institutes and medias to make joint lines investigation along Kunming- Kyaukphyu-Maungdaw-Teknaf-Cox’sBazaar-Chittagong-Dacca-Kolkata.
